recently Economist was published the economic freedom index, compiled annually by Heritage Foundation / Wall Street Journal.
This index measures 10 variables, including the possibility of setting up a business, corruption, property rights, etc..
Our ranking bodes well:
1) Hong Kong (absolute score 89.3)
2) Singapore
3) Australia
4) United States
Italy is in 60th place (score 63 total , 4), behind Belize, Kuwait, Slovenia and Uganda. But Nicaragua, Bulgaria, Peru, Swaziland and Madagascar (61.4) eat our dust.
